Reconciliation Bottlenecks Between Export Manifests and Customs Records

When an export manifest and the corresponding customs record disagree, someone has to manually reconcile them before the shipment can proceed cleanly. As with reconciliation bottlenecks generally, the backlog is a symptom — the actual constraint is whichever upstream step is producing inconsistent source data in the first place, whether that's manual re-keying, a timing gap, or a format mismatch between systems.
