Two systems, one physical reality

A container's status inside a port terminal's system and its status as understood by an inland warehouse or transporter are often two separately maintained records of the same physical object. Where those two records disagree — a container marked "released" that hasn't actually cleared, or vice versa — is a coordination bottleneck in the same sense described in "Manual Reconciliation: A Sign of a Deeper System Problem": two systems producing different answers to the same question, with a person absorbing the gap by phone or email.
